H.E. Sotheaphal Pho serves as a Royal Government Attorney with the rank equivalent to under-secretary of state and is an Adjunct Professor of Law at the American University of Phnom Penh (AUPP). He is a Cambodian Bar Association-registered attorney and a licensed notary.
He has joined the law office of Sotheaphal, Samnang, Sophy & Partners and the notary office of Nitei Niron Notary Public after serving as a long-term senior advisor at an international firm. With over 20 years of experience in the legal profession, his strong practice areas include infrastructure, banking and finance, real estate, labor, telecommunications, due diligence, and merger and acquisition.
He received Bachelor of Laws from Norton University of Cambodia in 2000 and Master of Laws (International and Comparative Law) from the National University of Singapore in 2004. H.E. Pho has co-authored textbooks on property and labor laws. He has additionally co-authored articles and given interviews regarding Cambodian law topics, including a secured transactions law article published on a University of Akron’s law journal.
Working as a teacher and a research and advisory member of Samdech Techo Sen Voluntary Lawyers Group gives him pleasure and pride in contributing to his motherland through education and pro bono assistance.
