Hisham Mousar

Professor Hisham Mousar is Associate Dean of the School of Law at the American University of Phnom Penh. He has taught law in Cambodia and held senior management positions since 2007 at various leading Cambodian universities before joining AUPP in 2024.

Graduated from the Faculty of Law of Paris Descartes University and Paris 1 Panthéon-Sorbonne University, alumnus of INALCO, all in France, Hisham Mousar worked for over twenty years in the French administration, human rights organizations, serving the French Ministry of Foreign Affairs, the Cambodian Ministry of Justice, the Parliaments of ASEAN countries and the top Cambodian public universities. He is a Professor of International Law, a member of the Scientific Council of the Association Henri Capitant in Cambodia, whose aim is the promotion and development of Cambodian law, and Advisor to the Ministry of Justice of the Kingdom of Cambodia since 2020.

Committed to the capacity development of new generations and personnel, he has over seventeen years of successful experience in higher education and professional/continuing training.

Professor Hisham Mousar has written over thirty published articles and contributions on various Cambodian issues, and has participated in a large number of international symposia and scientific events featuring Cambodia.

His contribution to research on Southeast Asia is significant. He has supervised and delivered several hundred research products for parliamentary clients in ASEAN countries, in English and local languages, and in collaboration with foreign universities and research centers, including the Universities of Texas, Yale, Sussex, Panthéon-Assas Paris 2, Paris 8 Vincennes – Saint-Denis, INALCO. He was also directly involved in editing and publishing a regional Atlas on Parliamentary Diplomacy, the Handbook on Contract Farming published by the Cambodian government, and coordinating and editing a collective work published in France on Cambodian law, writing and publishing articles in partnership with organizations supporting the strengthening of the rule of law (for example, on Access to Information for the Wallenberg Institute in 2019, and on the Constitutional Roles and Powers of the Royal Government of Cambodia for the Konrad Adenauer Stiftung in 2016).

His experience in Cambodia and Southeast Asia over the past 19 years has enabled him to acquire and develop the ability to work in the context of permanent issues specific to developing countries (political, administrative, economic and educational/academic constraints), and even more so in a post-war country.
